Release of Grants under ICPS to the State of J&K

The Ministry of Women and Child Development is implementing a Centrally Sponsored Scheme, namely, Integrated Child Protection Scheme (ICPS) for rehabilitation and reintegration of children in need of care and protection, including orphans. The Scheme is being implemented across the country, including Jammu & Kashmir. There is a pre-condition of signing of Memorandum of Understanding (MoU) with the Union Government for implementation of the Scheme in the State. The Government of Jammu & Kashmir has signed the MoU with the Ministry of Women and Child Development on 19.09.2013 for implementation of ICPS in the State. However, so far, no proposal for release of grants under ICPS has been received from the Government of Jammu & Kashmir.

The Government of India has also been providing assistance to the Jammu & Kashmir Rehabilitation Council in the form of Corpus/Grants. Details of funds released for scholarship to orphans during the last three years is given below:

* Ministry of Home Affairs released Corpus Fund of Rs.19.00 crore in 2008-09. Expenditure is being met from the interest earned on this amount.

 This information was given by Smt. Maneka Sanjay Gandhi, Union Minister of Women & Child Development in a reply to Starred question in Rajya Sabha today.

Replying to the question, Smt. Maneka Gandhi said that her Ministry will be more than glad to support the cause of women and children in Jammu & Kashmir provided the proposals for same are sent to the Ministry of Women & Child Development by the State Government.
